There is nothing in the Mods folder for people who don't have it yet. Once you have launched the game with mod enabled, the Mods folder will be generated inside the Sims 4 folder.
The mod's folder can be found after launching The Sims 4 and enabling mod's. You can copy the Mods folder path if you want.
